At around 2 a.m. on Tuesday, June 20, an officer saw a car driving east on Post Road near the intersection of Old Kings Highway South, and a check of DMV records showed that the car's registration had expired in September of 2015, police said. The car was stopped after entering I-95 north, near the rest area.

Police spoke with the driver, 28-year-old Ivan Melendez of Bridgeport, and detected the odor of alcohol, police said. Melendez's eyes were also glassy and red, according to police. When he was questioned, Melendez said he works at a bar and had a couple of drinks at the end of his shift, police said. He failed his field sobriety tests and was arrested, police said.

When searching his car prior to it being towed, police found a fold of tin foil under the front passenger's seat, according to police. It contained a brown substance that later tested positive for PCP, police said. Melendez claimed it belonged to a friend, police said.

Melendez was processed at Darien Police headquarters, where police said he refused to submit to a breathalyzer testing. He was charged with operating a motor vehicle under the influence, operating with a suspended license, operating an unregistered motor vehicle and possession of narcotics. He was unable to post a $500 bond and taken to court later that morning.
