David Howard, 35, was charged with possession of narcotics, operating under the influence, failure to obey a traffic signal and failure to signal. He turned himself in to police Wednesday, June 11, and will appear in court June 23.

The accident occurred on April 18 at the corner of Post Road and Ledge Road, police said. At about 2:15 p.m., Howard got off I-95 southbound at Exit 11 at a high rate of speed, police said.

He went through the intersection and hit the front of a Mercury sedan, which was subsequently rear-ended by a Honda, according to police reports. Howard's Acura then became stuck on an embankment on Ledge Road, wedged between a telephone pole and a fence, police said.

Howard had to be extricated from the vehicle by the Darien Fire Department, police said. Officers responding to the scene reported that Howard appeared to be under the influence of some chemical substance and was foaming at the mouth and had constricted pupils, police said. He was taken to Stamford Hospital.

The drivers of the other two cars were treated at the scene for minor injuries, police said.

A plastic bag containing 1.6 grams of cocaine was found on the floor of Howard's car, according to police reports. Another bag in the center console contained cocaine residue, police said. Officers also found $1,000 in Howard's front pocket, police said. The money was seized based on Howard's previous arrests in Norwalk on charges of possession of narcotics and sale of narcotics, police said. Police obtained a search warrant for his blood, which tested positive for cocaine at the time of the accident, police said.
