Lucky Keophannga, whose birthday was two days ago, pulled into the rest area on I-95 southbound at 1:10 a.m., state police said. His 2003 Mini Cooper hit the back of a tractor-trailer that was straddling the fire lane and travel lane, according to state police.
The state police accident report said truck was parked in a “clearly marked ‘fire lane; no parking zone’ off the left side of the highway at the entrance to the rest area.”
Keophannga, of 362 of Jackson St., was pronounced dead at the scene, state police said. The driver of the tractor-trailer, identified as Gabriel Thompson of Philadelphia, was not hurt.
The 2016 tractor-trailer truck is owned by Walgreen Oshkosh Inc., of Deerfield, Ill.
The tractor-trailer was apparently parked illegally in the service area, but state police said “no enforcement action has been taken at this time.”
State police said the accident remains under investigation.
