Diego Moreno, 41, has been charged with third-degree sexual assault and second-degree unlawful restraint in the April 16 incident, police said.
He turned himself in to police Friday and was released on $2,500 bond. He was also ordered not to have any contact with the complainant, police said.
A 55-year-old woman said Moreno, a co-worker, approached her as she walked from the fifth floor to the third floor in the stairwell of the Stamford Government Center on April 16, police said. He made sexual comments to her as he approached, she told police.
He then attempted to kiss her, pushed her against a wall and groped her, according to the police report. The woman broke free and reported the incident to a co-worker and a supervisor, the police report said.
The woman said Norena had also made unwanted sexual advances to her in October, police said. He grabbed her while in an office, but she told him she was not interested, she told police. She didn't report the incident at the time, police said.
Norena admitted to his involvement in this incident while being interviewed by officers, police said. He also admitted his involvement in the April allegations to a supervisor who interviewed him after the incident, police said.
Norena has been placed on administrative leave from his job, police said.
