Stamford Parents Arrested After Malnourished Son Is Found In Filthy Home

STAMFORD, Conn. -- Two Stamford residents are facing child neglect charges after police said they found their dehydrated and malnourished son living in a filthy and unsanitary home.

On Sept. 28, the Stamford police patrol division was dispatched to 117 Myrtle Ave. to investigate a medical call. 

Upon arrival, patrol units found a severely dehydrated and malnourished female caring for a 14-month-old boy, police said. The apartment was in disarray, with empty liquor bottles, garbage strewn about and a foul smell, according to police. 

Further inspection of the infant's crib showed fecal matter and insect infestation, police said. The infant was immediately removed from the apartment and taken to Stamford Hospital for treatment.

The mother was identified as Marina Vouk, 27, and she was taken to Stamford Hospital for treatment as well. She was hospitalized for eight days for several medical conditions.

The Stamford Police Special Victims Unit took over the case and applied for a warrant. As Vouk was released from Stamford Hospital, she was arrested and transported to police headquarters and arrested on a warrant for risk of injury to a minor. She was issued a written promise to appear in court.

As this investigation proceeded SVU and patrol officers determined that the father of the infant also lived at that location. Earlier in the evening of Sept. 28, patrol officers were dispatched to 200 Shippan Ave. for a male, identified as Igor Kotsopey, 41, passed out on the sidewalk from alcohol intoxication. 

He was transported to Stamford Hospital and spent seven days being treated for his ailments. As he was released on Monday, he was arrested on a warrant for risk of injury to a minor and was held on a $25,000 bond.

The Department of Children and Families was immediately notified and took a proactive role in this investigation. The infant was immediately removed from the custody of the parents and placed in foster care. The Stamford Health Department was notified and inspected the home for habitation.
